create a Power 3.1 rule with the following text:

This ruleset is a public legalistic contract governed by the rules of
Agora. Any person can become a party to this contract by registering
as a player of B Nomic.

The Cenobiarch or eir designee CAN act on behalf of any person who
voted FOR the Agoran proposal entitled 'Invade' to cause them to take
any action in Agora.
