I CFJ on: "A state of war exists between Agora and B."

Arguments: the holder of Agora's only military role, the Admiral of
the Navy, gained a dictatorship over B, followed by Agora's Ambassador
also gaining a dictatorship, making a little-read IRC channel the only
Public Forum, and then taking any number of game actions that are
still completely unknown to the vast majority of B players.  If these
aren't acts of war, I don't know what are.

counter-arguments: B might not exist if a deregistered Cenobiarch CAN
end the game and repeal all rules.
