Wrong grounds: Just because yours was the only RP does not neccesarily mean it should automatically win. To that end:
I submit a proposal:
Append to the rule entitled "Emergencies" the text:
"While B is in a state of emergency, unless there is more than one RP, the Emergency cannot end."

To be fair, if anyone else had submitted a proposal I wouldn't have
submitted mine.
