My Refresh Proposal:

Create a Power-4 Rule entitled "The Cenobiarch" with the following text:

The Cenobiarch is an imposed office, held by Wooble.

The Cenobiarch CAN cause this rule to make any arbitrary change to the
gamestate, including changing the rules, by announcement.  E SHOULD do
so benevolently.  Questioning eir benevolence is the Class 7 Crime of
Heresy.
