Ownership of Macks is restricted to players.

The Artisan is the recordkeepor of Mackerel.

A player CAN destroy a Gnome to create mX in a specified player's
possession, where X is the Gnome -> Mackerel Conversion Rate.

A player CAN destroy 5 points to create mX in a specified player's
possession, where X is the Point -> Mackerel Conversion Rate.

The Gnome -> Mackerel Conversion Rate and the Point -> Mackerel
Conversion Rate are indices whose values CAN be set by the Artisan
without 3 objections.

Retitle the Rule "The Accountor" "The Ministry of Goods" and amend it
to read as follows:

The Artisan is an office; its holder is responsible for the Bn economy
and keeping track of classes of assets.

The Artisan's weekly duties include submitting disinterested proposals
to improve the state of the Bn economy.

The Artisan's monthly report includes the titles and texts of all
proposals e submitted in the past month of part of eir weekly duties,
and a list of all public
classes of assets and their backing documents and recordkeepors.
