A player, by the definitions in the current ruleset, is a person whose Citizenship switch is set to Registered. The relevant rule for controlling definitions across time, 1586, doesn't imply that past definitions of 'player' have any effect on the present definition. Therefore, given that Citizenship switches didn't exist in the Sixth Era nor earlier, nobody was a player by present definitions before then. So the White Ribbons can be created with no trouble.
