This distribution of proposals 1945-1949 initiates the Bn
Decisions on whether to adopt them.  The eligible voters for ordinary
proposals are the active players, the eligible voters for democratic
proposals are the active first-class players, and the vote collector
is the Assessor. The valid options on each decision are FOR, AGAINST,
and PRESENT.

[Eliminates Patent Titles, the Speaker, Protectorates, Ministers
Without Portfolio, and a few other highly Agoran cultural bits, but
retains most of the rest of the ruleset.  A proposal to re-Bify the
rules (e.g., making Officers into Ministers again) will follow if this

         rubberstamp a non-democratic decision in its voting period by
         announcement; this decreases its quorum to 3, rules to the
         contrary notwithstanding.

      e) Wielder of Extra Votes.  The Wielder of Extra Votes at the
         start of an ordinary proposal's voting period has a voting
         limit on that proposal of 1.5 times what it would be
         otherwise (rounded to the nearest integer, breaking ties
         toward even integers), rules to the contrary notwithstanding.
