I submit the following Proposals:

This Proposal is Titled "Variable Rewards"

Replace the text of the Rule "Ministry Rewards and Vacating" with the
following:

There is an Attribute Reward with a Scope of all Ministries, a Range of any
positive integer below 51 and a Default Value of 50. A Minister may, as a
Game Action, lower the Reward of his Ministry. A Player may, as a Game
Action and without 2 objections, lower the Reward of a Ministry.A Player
may, as a Game Action and with 2 support, increase the Reward of a Ministry.

At the end of each nweek, each Minister gains the number of macks equal to
the highest Reward of a Ministry he is Minister of. Then, all Ministries
become Vacant.

Replace the second paragraph of the Rule "The MetaMin" with the following
text:

The MetaMin is responsible for maintaining a Public Display of all existing
Ministries, showing their names, Attributes, Properties, responsibilities,
Rewards and current holders.

I don't think there are many Ministries around at the moment that need to be
democratic, as they seem to be mostly impartial and copying and pasting or
recording work, but we might need this switch in the future. The exception
to this is the Ministry of Questions.

This Proposal is Titled "Democratic, Semi-Democratic and
Undemocratic Ministries"

Replace the text of the Rule "Assigning Ministries" with the following:

There is an Attribute Democracy Level with a Scope of all Ministries, a
Range of Undemocratic, Semi-Democratic or Democratic, and a Default Value of
Undemocratic.

A Player may, as a Game Action, assign a Vacant, Undemocratic Ministry to
himself.

A Player may, as a Game Action, with 2 support and without 2 objections,
assign a Vacant, Semi-Democratic Ministry to himself.

A Player may, as a Game Action, with a Quorum of support, assign a Vacant,
Democratic Ministry to himself.

Cause the Ministry of Questions to become Semi-Democratic.
