[s-b] Proposal: InterNomic II

I submit the following Proposal InterNomic II:

Create a new rule titled InterNomic II with the following text as its body:

B Nomic agrees to be bound by the rules of InterNomic II. [[Don't worry, we
can withdraw at any time]] Where the rules of InterNomic II and B Nomic
conflict, the rules of B Nomic shall take precedence.

=== Liaison===

The Ambassador shall act as liaison for B Nomic in InterNomic II. When the
Ambassador receives any communication as liaison for B Nomic, e should post
it to an public  forum.

===InterNomic Proposals===

A player may, as a Game Action, and without 2 objections, submit an
InterNomic Proposal. InterNomic Proposals are game documents. When a player
submits an InterNomic Proposal, the Ambassador shall post it to the
InterNomic II Official Forum on behalf of B Nomic.

===InterNomic Judgements===

A player may, as a Game Action, and without 2 objections, submit an
InterNomic Judgement. InterNomic Judgements are game documents. When a
player submits an InterNomic Judgement, the Ambassador shall post it to the
InterNomic II Official Forum on behalf of B Nomic.

===Voting on InterNomic===

When the Ambassador receives a proposal from the moderator of InterNomic II,
e should post it to a public forum. The Ambassador may, without 4
objections, vote on proposals in InterNomic II on behalf of B Nomic.
