Assuming I'm correct, the outstanding crises are:
* the Clock can't be turned on, so it's nweek 155, ndelay ~801.
* the Ministry rules are not what we thought they were, so it's
unclear who holds each Ministry; some of them may even be held by
people who aren't paying attention before.  Solution: 1 player
announces he resigns all Ministries he holds; another announces he
assigns all vacant Ministries to himself and attempts to Usurp all
non-vacant Ministries.  in 2 rdays, we have known Ministry gamestate.
* Proposals can't be submitted.

The gamestate can be repaired by either Refresh Proposals or getting a
known MoQ to assign a Consultation to a Priest who issues an
Oracularity to set all of the gamestate to good values.
