Proposal:  Allow tweaks to be activated late

Amend Rule 5E35 (Tweaks) by replacing this text:

      As a game action without objection, a Player can activate a Tweak
      he submitted during the current or previous nweek,

with this text:

      As a game action without objection, a Player can activate a Tweak
      he submitted during the current or previous nweek (with no other
      restriction on how late he can do so),
