Proposal:  Will it fly?

Create a rule titled "Physical and Legal Barring" with this text:

      Text to the effect that a change to the gamestate is "physically
      barred" should be interpreted to mean that it cannot occur.

      Text to the effect that a change to the gamestate is "legally
      barred" should be interpreted to mean that, if it does occur,
      then the Legal Entity (Entities) responsible are thereby
      potentially subject to punishment.

Amend Rule 5E57 (Shall I?) to read:

      Each player is physically barred from taking a Game Action
      that the rules state he "cannot" or "may not" take, or in the
      presence of a circumstance that the rules state "must not"
      hold, or in the absence of a circumstance that the rules
      state "must" hold.

      Each player is legally barred from taking a Game Action that
      the rules state he "shall not" take.

      Each player is legally barred from failing, within a Jiffy, to
      take a Game Action that the rules state he "shall" take.

Amend Rule 5E14 (NTime) by replacing this text:

      The Clock can be turned On or Off by any player as a game action;
      however, doing so is a violation of the rules unless the rules
      specifically state that it isn't. It can also be turned On or Off
      automatically by the rules.

      If the nday would be set to a value greater than 12, instead it is
      set to 1, the nweek is incremented by 1, and the Clock becomes
      Off.

      At the beginning of each Voting Period, the Clock becomes Off, and
      until the Clock next becomes On, the Chairman does not violate the
      rules by changing the clock to be On, provided he has first
      published a Ballot.

      The MoM does not violate the rules by changing the clock from On
      to Off.

      If the Clock is Off, there are no Vacant Ministries and there are
      no outstanding Ministerial obligations, the MoM is obligated to
      turn the Clock On, and fulfilling this obligation does not violate
      the rules.

with this text:

      Any player may turn the Clock On or Off, but shall not do so
      unless otherwise explicitly permitted or required.  The Clock
      can also be turned On or Off automatically by the rules.

      If the nday would otherwise be set to a value greater than 12,

Amend Rule 5E38 (Stop that!) to read:

      Players shall not spam the mailing lists or the wiki.

Amend Rule 5E39 (Contempt of Court) to read:

      When a Consultation is ZOTTED, and at least four other
      Consultations submitted by the same player during the same nweek
      as that Consultation have also been ZOTTED, its submitter commits
      the legally barred Game Action of Contempt of Court.

Amend Rule 5E42 (Disambiguation) to read:

      Text in a rule should not be interpreted as a specific player's
      name, unless that rule explicitly says otherwise.

      A Game Object is physically barred from coming to have the same
      name as another Game Object.

Amend Rule 5E43 (Pronouns) to read:

      Personal pronouns should be interpreted as gender-neutral, unless
      the text containing them explicitly says otherwise.

Amend Rule 5E46 (Randomness) to read:

      Requirements to perform random selections are not satisfied
      unless they are performed on the basis of the dice server
      described at http://dice.nomic.net/email.html with a good-faith
      effort to assign an equal probability to each possible choice
      (or a different probability distribution, if one is specified
      by other rules).
