rule 5E33 with these two paragraphs:

A proposal's Power Votes are its list of votes, where each vote is
repeated a number of times equal to the number of mackerel owned by
the caster of the vote.
A proposal's Strength is equal to the number of Power Votes of FOR on
that proposal is FOR minus the number of Power Votes of AGAINST on
that proposal.
