Proposal pretty much as discussed above, and also a second Proposal to set a
default time for reference (i.e. if you don't specify when the veracity of
you question is to be evaluated, then it is to be evaluated with respect to
the time when you submitted it.)

I submit the following Proposal, entitled "Proper Legal History and
Consultation Effects":

In Rule 5E36 (Judgment), replace the sentence:
{{The Minister of Questions, also known as the Oracle, is responsible for
maintaining a Public Display of the current Consultations.}}
by:
{{The Minister of Questions, also known as the Oracle, is responsible for
maintaining a Public Display of the current Consultations and their
attributes.}}

In Rule 5E36 (Judgment), replace the sentence:
{{Whenever there exists a Consultation which has no priest assigned, the
Oracle is obligated to either assign a priest to that Consultation or ZOT
it.}}
by:
{{Whenever there exists a Waiting Consultation which has no priest assigned,
the Oracle is obligated to either assign a Priest to that Consultation or
ZOT it.}}

In Rule 5E36 (Judgment), at the end of the section entitled "Consultations",
insert two new paragraphs that read (in order):

Pondered Consultations have a Switch called Influential, by default On. The
Answers to Influential Consultations (and the Reasoning, if any, of the
final Priest to whom they were Assigned) are considered to reflect the
generally agreed upon gamestate and should guide future interpretation of
the Rules. However, it is entirely possible for them to be contradicted by
future Answers. /* Contradictions may arise if, for instance, Players later
realize that an earlier Answer should have been declared Inconsistent, or if
the relevant Rules have since changed.*/

The Oracle may, without Objection, set the Influential Switch of any
Pondered Consultation to On or to Off.

In Rule 5E36 (Judgment), after the sentence:
{{The Priest may also submit his own Reasoning, explaining how his mystical
interpretation of the Rules has guided him in his Answer.}}
insert the following sentence:
{{The Priest may also submit a list of Obsolescences, in which he pronounces
one or more Pondered Consultations to be in conflict with his own Answer.}}

In Rule 5E36 (Judgment), before the sentence:
{{For the purposes of answering Consultations the words "True",
"Affirmative" and "Correct" are to be considered synonymous with "Yes", the
words "False", "Negative" and "Incorrect" are to be considered synonymous
with "No", and the words "Maybe", "Undecidable" and "Göd Knows" are to be
considered synonymous with "Paradox".}}
insert the following paragraph:
{{When a Consultation with a list of Obsolescences becomes Pondered, the
Pondered Consultations named in this list lose the Influential Property.}}

Set the Influential Switch of all Pondered Consultations to On.
Set the Influential Switch of all Pondered Consultations with a Consultation
Number of 154 or less to Off.
Set the Influential Switch of all Pondered Consultations submitted before
December of 2008 to Off. [[might be necessary because some Consultations had
weird numbers that might not be covered above]]
