[s-b] Vampires!

I propose a new Rule is made:

Terror Stalks the Night (and the Day)

Every Player has a Switch named Vampire.

This Switch defaults to Off.

If a Vampire (someone who's Vampire switch is On)'s health is reduced to 0, his Vampire switch becomes Off. He is Dead.

If a Vampire is attacked by a Player using a Well-Sharpened Pencil, his health is reduced by (H-(H-1)) or 1, whichever is greater. "H" is taken to be the Vampire's current Health.

A Vampire may, at any time, spend N macks to deal N damage to any Player in the same Square as the Vampire, OR off-grid if the Vampire is off-grid. The Vampire then gains N health. N must be less than or equal to the targeted player's health. This action is refered to as Draining. The Vampire may not raise their health in the method refered to in Rule 5E49.

If a Vampire reduces another Player's Health to zero BY DRAINING THEM, the targeted player's Vampire switch is set to On. The targeted player then gains 100 health.

Any Player that is Drained by a Vampire becomes Paranoid if they survive.

There exists a Ministry known as the Ministry of Undead (aka The Graveyard).

The Ministry of Undead must keep a record of every Vampire.

If Proposal 539 is accepted, the second bullet point (third line) of Rule 5E32 should be changed to:
the list of Eligible Voters for that Decision, by default all non-Bum, non-Prisoner, non-Dead, non-Zombie, non-Vampire Players
otherwise it should be changed to:

the list of Eligible Voters for that Decision, by default all non-Bum, non-Prisoner, non-Dead, non-Vampire Players
