A proposal's Strength is equal to the number of Eligible Voters whose Final Vote on that proposal is FOR minus the number of Eligible Voters whose Final Vote on that proposal is AGAINST. with this text: A Proposal's Vote Count for a given vote value is the number of Eligible Voters whose Vote on that Proposal is that value.
