Amend Rule 5E10 (Game Actions) to read:

      A Game Action is defined as any activity specified by the Rules
      that changes the state of the game.

      An Outsider performs a Game Action "as a Public Action" by
      posting a message to a Public Forum specifying that he is
      taking that action, and specifying any targets and/or parameters
      necessary for that action [[for example, when voting against a
      proposal, you must specify which proposal]].  Unambiguous targets
      and parameters specified in Public Actions are valid regardless
      of capitalization, punctuation, or exact wording, unless
      explicitly required by a Rule.

      An Outsider can perform multiple Public Actions in a single
      message (in the order they are listed in that message), and/or
      perform the same Public Action multiple times by specifying a
      specific positive integer as the number of times he performs it
      [[e.g. "I stab Wooble with my rapier 14 times"]], to the extent
      that the actions are individually possible and legal.

      The Rules also have the power to cause an Outsider to take Game
      Actions whether they post or not.

      Public Actions occur upon reaching the appropriate fora, in the
      order they arrived, unless a rule states otherwise. A Game Action
      that is caused by a Rule instead of by a Forum Post takes place
      at the time specified by the rule.

      Text to the effect that "any player may do X" should be
      interpreted to mean that X is a Public Action; but such a
      declaration implies that only players may take the Game Action X
      (unless another declaration permits other Outsiders to as well).

      Game Actions which involve calculating unreasonable, impossible,
      or ambiguous things fail and have no effect. Determining what
      meets that criteria is up to Ministries and the Consultation
      system.

Amend Rule 5E11 (Supporting & Objecting) by removing "as a Game
Action", and by replacing "the action may be performed by the Player"
with "the Player may perform the action as a Public Action".

Amend Rule 5E8 (Rules) by replacing "as a Game Action without Objection"
with "without Objection".

Amend Rule 5E25 (Public Displays) by replacing "as a Game Action with
4 Support" with "with 4 Support".

Amend Rule 5E30 (Message of the Nweek) by replacing "as a Game Action
with Support" with "with Support".

Amend Rule 5E35 (Tweaks) by replacing "As a Game Action without
Objection" with "Without Objection".

Amend Rule 5E50 (Operant Conditioning) by replacing "as a Game
Action with no objection" with "without Objection", and by
replacing "As a Game Action, with support and without objection"
with "With support and without objection".

other grammatical improvements, are left to future proposals. */

Amend each of these rules by replacing each instance of "as a Game
Action" with "as a Public Action":

Amend Rule 5E22 (Leaving Ministries) by replacing each instance of
"via Game Action" with "as a Public Action".
