[s-b] Proposal: The Oracle is Wise

I Submit the following Proposal, entitled "The Oracle is Wise":

In Rule 5E36 (Judgment), replace the text:

Whenever a Priest is to be selected for a Consultation, the Oracle shall
select a random one between the eligible Players.

by:

Whenever a Priest is to be selected for a Consultation, the Oracle shall
select one between the eligible Players.
}}

[[There are many reasons why this change would be beneficial. The Oracle
should exercise eir discretion to:
- avoid overloading single Priests.
- avoid assigning questions on criminal cases to defendants, their
associates, or their enemies.
- assign particularly important consultations to priests who may possess
relevant special expertise or experience.
- avoid assigning consultations to priests on vacation who have forgotten to
unordain themselves.
- etc. i thought of more reasons yesterday but can't remember. to me, the
above is more than enough.

PS: My personal platform on running the MoQ = assign consultations to
priests in a largely random manner except where one of the above points
strongly calls for manual intervention. In addition, I intend to punish
supplicants who fail to correctly use the Unbeliever mechanism by assigning
consultations to the priest who blatantly should have been unbeliever where
none was named.]]
