I submit the following proposal, titled "An 80% majority is usually
right": {In Rule 0, "In Case of Emergency", replace all instances of
"four" with "five".}
Because even though Agora will trust a 75% majority with just about
anything, we don't think a 75% majority should be able to stop an
emergency.
