Proposal: Not everything is a game action

Amend Rule 5E10 by replacing:

A Game Action is defined as any activity specified by the Rules that
changes the state of the game.
}
with:

A Game Action is defined as any activity specified by the Rules that
Outsiders can take to change the state of the game.
}
}}}

(Defining everything as a Game Action just confuses things.  A lot.)
