[s-b] Refresh Proposal: Referendum

Some Players hate some Refresh Proposals so strongly that they prefer the
status quo.

Our system should not encourage the passing of Refresh Proposals that a
majority of Players is opposed to merely because they are the best of a bad
lot.

It would be nice to hold a referendum on whether or not each winning Refresh
Proposal should be adopted.

But, we can't.

So here's the closest thing. Any Refresh Proposals that you dislike more
than the status quo should be ranked below mine.
