A) Murphy's Refresh Proposal

Amend Rule 4E45 (Ministries) to have the same text it did immediately
before Proposal 0515 was adopted.

For each ministry that had a holder immediately before Proposal 0515 was
adopted, re-install that holder into that ministry.

(Ministries) did immediately after Proposal 0515 was adopted.

Repeal all Rules and destroy all gamestate except the Players on the 
current Public Display, who will be considered Players under the 
following rule:

A Homo Sapien may become a Player by indicating a unique Name they wish 
to register under.

A Player may submit a Proposal to the forum at any time to suggest 
changes to the state of the game or its rules.

Players may vote or revote For or Against each Proposal.

72 hours after a Proposal is submitted, if it has received more For than 
Against final votes, the game is modified as the Proposal specified.
