As authorized by Rule 4E70, I hereby submit a Consultation indicating
that Wooble has failed to add the above-quoted rule and amend Rule
4E70.  I note that if I indeed failed, the priest is obligated to
force these actions through in an Oracularity, as that is the only
equitable resolution.
