Proposal:  Something to spend macks on

Amend Rule 4E15 (Proposals) by replacing each instance of "number of
Registered Voters" with "total voting strength on that Proposal of
Registered Voters", and by appending this text after the paragraph
defining Final Votes:

      For each Registered Voter, there is an Attribute named Voting
      Strength of <Registered Voter's name> with a Scope of all
      Proposals, a Range of all positive integers, and a Default
      Value of 1.  A Registered Voter may, as a Game Action, increase
      eir voting strength on a Proposal by 1 by spending 5 * 2^n
      macks, where n is eir current voting strength.
