I give 17 macks to cSC.

Now, each non-Pirate (including me) is obligated to take advantage of
cSC's mechanism for giving one mack to Murphy, because that is the
only way to cause cSC to give up as many of its mackerel as possible.
However, doing so is forbidden.  So everyone's in violation either
way, and therefore not particularly more obligated to follow Murphy's
contract than to break it.
