[s-b] Proposal: Platforms

Not wanting to join the game and not immediately do something, I
submit a proposal entitled "Platforms". Its body is as follows:

{Enact a rule, titled "Platforms", with power=1/2 and the following text:
{"Platform" is an attribute whose scope is all outsiders and whose
range is the set of all sets of non-Historical proposals. Any Outsider
may modify their platform at any time by posting a message declaring
their intention to do so in a public forum. At the start of each
nweek, all Outsiders' platforms are reset to be the empty set.

A "Politician" is a Vested Player whose Platform is not the empty set.}}
