Mackerel is now useless, yet some of us persist in accumulating it.

Therefore: I submit the following Proposal, entitled "For Landowners and
Barons":

In Rule 4E15 (Proposals), replace the following paragraph:

A proposal's Strength is equal to the number of Registered Voters whose
Final Vote on that proposal is FOR minus the number of Registered Voters
whose Final Vote on that proposal is AGAINST or SHELVE.

with:

A proposal's Strength is equal to the combined mackerel held by Registered
Voters whose Final Vote on that proposal is FOR minus the combined mackerel
held by Registered Voters whose Final Vote on that proposal is AGAINST or
SHELVE.
}}

In Rule 4E19 (Scoring), replace the following sentence:

If the Proposal Passed, its Author's points increases by the amount of the
Proposal's Strength.

with:
{{
If the Proposal Passed, its Author's points increases by the number of
Players who Voted FOR the Proposal minus the number of Players who Voted
AGAINST or SHELVE.
}}

Set the mackerel of every Player to m500. If this causes any Player to lose
mackerel, compensate this Player by awarding him 1 point for every 5
mackerel (rounded down) he loses.
