I submit the following proposal:

"Amend Rule 4E59 to read:

Mildly spamming one of the mailing lists or the wiki is Misdemeanor.

Severely spamming one of the mailing lists or the wiki is a Felony.

[[You can make the case to the Priest as to whether what you're doing counts
as spamming, and as to how severe it is.]] "

I change the color of this proposal to Blue.
