I submit the following proposal entitled "Clean up our streets":

Create a new rule entitled "Assault and Battery" with the following text:

Assault is a Misdemeanor committed by a Player who attempts to cause a
reduction in the Hit Points of another Player.

Battery is a Felony committed by a Player who causes a reduction in
the Hit Points of another Player.

In Rule 4E55, add at the end:

The range of punishments for Murder includes a fine appropriate for a
Felony, or, alternatively, the Death Penalty, which consists of
setting the Hit Points of the Guilty Player to 0.
