[s-b] Proposal: State Reduction Act

I submit the following proposal titled, State Reduction Act:

When a proposal is Shelved, it is supposed to allow the author to
revise it before appearing on the next ballot. Inaction by the author
makes it reappear unchanged which really isn't the intent of the
shelving. This proposal instead "discards" shelved proposals--no
points are gained, no points are lost, and the proposal is
indefinitely tabled. If the author wishes to revise the proposal, he
can submit a new one. This has also be fitted to do the same with
proposals that do not meet a Quiggle. Oppositions are unnecessary with
this amendment and are therefore removed as well.

Each Open proposal with a Stamina less than or equal to A Quiggle
becomes Pending.

Each Open proposal with a Stamina less than or equal to A Quiggle
becomes Discarded.

and by replacing the following:

Each Open proposal with positive Strength becomes Won; each Open
proposal with negative Strength that would have positive Strength if
SHELVE votes were counted as FOR votes is Shelved and becomes Shelved
and Pending; and all other proposals become Lost.

proposal with negative Strength that would have positive Strength if
SHELVE votes were counted as FOR votes is Discarded; and all other
proposals become Lost.

Proposals that do not Pass are said to have Failed.

proposal that is Lost, then it becomes Lost itself; then, if it
Depends on a proposal that is Shelved and is not Lost, then it becomes
Shelved. This process is repeated as long as there is any Open
proposal that Depends on a Lost proposal and is not Lost itself, or
Depends on a Shelved proposal and is neither Shelved or Lost.
