Duh. I amend the proposal as follows:

Create a new Rule titled "Creampuff" with the following text:

If it is not Creampuff Appreciation Day, using the word Creampuff in a
message to a Public or Discussion Forum is a Misdemeanor offense.

If it is Creampuff Appreciation Day, using the word Creampuff in a
message to a Public or Discussion Forum awards that player m250. This
award can only be given once per Creampuff Appreciation Day.
