Instant Vacations

Amend rule 4e46 to read:

A Player may, as a Game Action, assign a vacant Ministry to himself,
unless he has previously held that Ministry this nweek.
}}
}

This is to prevent ministers from re-setting the retainers of their
ministries back to 50 by vacating and then re-taking a ministry.
