Hmm you're right. Thanks. I took out more because I figured it might not
apply to people who hadn't mutated yet, but not it just sounds like it
doesn't apply to people who HAVE mutated...

I revise Proposal 255 again:

{
All Players, regardless of whether or not they have already Mutated this
nweek, are allowed to Mutate once, and no more than once, between the
adoption of this Proposal and the next Vote they cast during nweek 136. This
Proposal takes precedence over Rule 61.
