[s-b] Consultation: No Player can submit a proposal

I submit the Consultation "No Player can submit a proposal."
Reasoning: Rule 7 doesn't provide for Players being able to make Game
Actions; it just says "A Game Action is defined as any activity
specified by the rules to be a Game Action. Other Outsiders may also
take Game Actions if explicitly permitted by the rules." Rule 7 also
states that 'Text to the effect that "any player may do X" should be
interpreted to mean that X is a Game Action', so Rule 15's statement
that "Any player may submit a proposal at any time" simply means that
submitting a proposal is a Game Action, which a Player cannot do.
