[s-b] Proposal: Fix the Shelves

I submit the following Proposal titled "Fix the Shelves":

Amend Rule 15 by replacing the text:

each Open proposal with negative Strength that would have positive Strength
if SHELVE votes were counted as YES votes becomes Shelved and is placed on
the following nweek's Ballot

with:

each Open proposal with negative Strength that would have positive Strength
if SHELVE votes were counted as FOR votes is Shelved and becomes Pending
}}
}}

[[YES should be FOR. Also, changed to make the Proposal Pending which allows
the author revise and retract as needed.]]

Amend Rule 15 by replacing the text:

A Proposal's Stamina is equal to the sum of the Vote Power of the Registered
Voters whose Final Vote on that Proposal is FOR, plus the sum of the Vote
Power of the Registered Voters whose Final Vote on that Proposal is AGAINST.
