[s-b] Rules text mistakenly removed? Proposal to add it back

I Submit a Proposal with the following Body:

{The following text is added to the beginning of Rule 4, Joining and Leaving:

"There exists a ministry known as the Ministry of Society. The
Minister of Society, also known as the Registrar, is responsible for
maintaining a Public Display of the current Players and Factions and
their Attributes and Properties, as well as a Public Display of the
current Public and Discussion Fora."}

As far as I can tell, this text was removed by mistake by Proposal
245. Now the Rules reference the Registrar but there's no mention of
what the Registrar is. I intend to Hurry my proposal.
