I submit the following Proposal titled "Hot Tomato":

Amend Rule 3-12 by adding the following text:

If a Device has the Cursed Property, the Owner of the Device:
    * cannot destroy the device; and
    * cannot transfer ownership of the device unless allowed by a power of
the device.

Create a unique blueprint, named "Hot Tomato", that defines the following
device:

Name: Hot Tomato
Property: Cursed
Power: Throw
    Trigger: Activated by the owner.
    Condition: This power has not been activated during the current nweek.
    Effect: Transfer ownership of this Device to another Player.
Power: Heartburn
    Trigger: Activated at the beginning of the nweek.
    Effect: Owner loses 2 Hit Points (damage type: acid)
