I submit the following proposal, entitled "More Stable Levels":

In the rule entitled "Levels" [[Rule 2-12 when this was submitted]],

replace the text

"inclusive. The value of Level is determined by the Player's Points as
shown below:"

with

"inclusive, and a default of 1. On nday 1 of each nweek, each Player
whose current Level is less than the Level corresponding to his Points
in the table below has his Level set to the corresponding Level in the
table.  Each Player whose current Level is higher than the Level
corresponding to his Points in the table below has his Level reduced
by 1. "
