[s-b] Billy Pilgrim's Refresh Proposal |
I submit the following Refresh Proposal: { *1) No More Invalidation* (directly ripped off from Wooble, see point 5 for repeal of monopoly mode...) In Rule 1-10, remove the following text: {{{ Any player (as a Game Action) may declare any Game Action which has occurred within the past NDay to be Invalid, unless that Game Action was to declare another Game Action invalid, or to submit a consultation. An invalid Game Action is treated as if it never occurred. An Outsider whose Game Action has been declared invalid may submit a consultation whose text reads "XXX is valid", where XXX is the Game Action they attempted to perform. When that consultation becomes Pondered, if the priest answered it Yes, the Player who declared that game action to be invalid loses 10 Points. Any Game Action which has not been declared invalid by the above within the allowed timespan is considered to be valid in every way, even if it is in contradiction to the rules. [[Note: This ensures that illegal actions can not cause the gamestate to be reversed more than one day]] }}} * 2) Ratify some displays *(idea + format from Wooble, different rules and players (just points differ) displays) The gamestate is changed to what it would be if the following Public Displays were correct: http://b.nomic.net/index.php?title=Players&oldid=4460 http://b.nomic.net/index.php?title=Ministries&oldid=4461 The Rules are set to what they would have been immediately at the start of nweek 135, including the changes wrought by Won proposals from nweek 134 if Billy Pilgrim had never changed or attempted to change any Rule Numbers prior to the end of this nweek. [[In other words, the proposals that passed pass onto the late-nweek-134 rules exactly as intended when written, being applied to the rules they were intended to be applied to. i-e Rule 1-17 is indeed repealed, and Rule 1-1 still exists and the game is still called B Nomic.]]. Any subsequent changes to Player Attributes or Rules mentioned in this Refresh Proposal take place after the ratification of the above Public Displays. *3) Enough is Too Much* /* Pass Proposal 200 (Enough is Too Much, by Hose) with slightly less awkward wording in the first amendment. I believe this to be necessary in order to avoid massive lockups like we had after nweek 134, with a large number of proposals staying pending. This is not an *urgent* matter as such, but prefer to rectify the situation through RP than by a regular proposal that may fail to meet quorum..... PS Hose gets no points since voting was tied on this. */ Give Proposal 200 the Status of Historical and the Success State of Undecided. Amend Rule 3-6 by replacing the the following: {{ A Quorum is defined to be any number greater than half the number of Active Players. }} with {{ A Quorum is the greatest integer less than or equal to one third (1/3) of the number of Active Players, but shall never be less than 2. A value has said to have "met a Quorum" if the value is greater than or equal to the Quorum. }} Amend Rule 3-5 by adding the following: {{ As a Game Action, a Player may remove his Active Property. }} Amend Rule 2-2 by replacing the following: {{ Each Open proposal with a Stamina less than the Quorum becomes Pending. }} with {{ Each Open Proposal with a Stamina that has not met a Quorum becomes Pending. *4) Speedy Emergencies* /* Pass Proposal 210 (Speedy Emergencies, by 0x44) verbatim. This is needed so that emergencies don't drag on so, in the (not outlandish) event that we have another before the end of nweek 135... 0x44 gets 8 points for this proposal's strength of 4 (it failed quorum). */ Give Proposal 210 the Status of Historical and the Success State of Won. Increase, by 8, the points of the Player named "0x44". Amend Rule 0 clause 4 to read: {{ 4. The Emergency Coordinator makes a statement to the Emergency Forum that he is initializing the Pause. The Procedure tracks time spent using the Pause. When the Emergency Coordinator initializes the Pause it is zero. Thereafter, until the completion of the Procedure, the Pause is increased by one each day at 00:00:00 UTC. Once per day, the Emergency Coordinator may announce to the Emergency forum their intention to increment the pause. This is should protect us from any tomfoolery, at least for the moment, and stabilize gameplay. It can be repealed (and I think should, eventually) in due time if we want to move to something more monopoly-ish. Wooble gets 16 points for this proposal's strength of 8 (it failed quorum). */ Repeal Rule 1-18. Give Proposal 211 the Status of Historical and the Success State of Won. Increase, by 16, the points of the Player named "Wooble". In Rule 1-2, add the text, at the end: {{ Game Objects that are not Outsiders can only be created, destroyed, or modified if allowed by the Rules, in a manner explicitly governed by the Rules. Any Human External Force that is not already a Player may request may request to join the game by posting a message to a Public Forum containing a request to become a Player and a uniquely identifying name that e wishes to be known by. Any player may Ratify or Reject such a request within 10 ndays of its being made.
