[s-b] My RP: Set everything.


Apparently when I sent this earlier it was rejected for being too  
large. I'll include it by proxy instead.

I submit the following refresh proposal:

The strategy is simple: Eliminate any confusion about the current  
gamestate by explicitly setting every parameter of the current  
gamestate.

The prop doesn't change the rules, except that it incorporates my  
proposed changes to section 0, my modification to r1-10, and my Statue  
of Limitations (r1-19).

It does possibly change other parts of the game, by virtue of  
explicitly stating who's a player, clearing scores and Panic Buttons,  
etc. It also explicitly destroys the huge mass of recent  
Consultations. My feeling about these is that archiving them is  
actually counterproductive, because it makes it more difficult to  
navigate the archives.

Also, my submitting it via webpage has the advantage of being mutable  
- I can "amend" this at any time in response to comments by simply  
changing the webpage.

Note: You can trust that I won't change it to "Wonko wins" or some  
such at the last second because that would be too easy. I'm entirely  
in favor of winning in devious ways, but it has to be clever, not  
stupid, and it shouldn't be done when we're trying to recover from ONE  
emergency, much less several. My RP is 100% scam-free, and will remain  
so.
