Murphy's refresh proto-proposal v2.1:

Upon the adoption of this proposal, the gamestate becomes what it
would be if all States Of Emergency that were generally believed
to have occurred at the time, prior to 5 December 2007 at 00:00:00
UTC, had occurred as generally believed.

Upon the adoption of this proposal, the gamestate becomes what it
would be if Codae had Won by Dictatorship on or about 11 December
2007 due to a Rule 0-43 (Hose is Not King).

Repeal Rule 0-43 (Hose is Not King).

Amend Rule 1-10 (Game Actions) by replacing its text with the
text that it had at 5 December 5 2007 at 00:00:00 UTC, then
replacing this text:

       Any player (as a Game Action) may declare any Game Action which
       has occurred within the past NDay to be Invalid,

with this text:

       With 2 support, any player (as a Game Action) may declare any Game
       Action which has occurred within the past NDay to be Invalid,
