The MoM should not start the clock until the Minister of Change has
published to the Public Forum the results of the previous nweek's voting, if
any.

The MoM should not start the clock until the Minister of Change has
published to the Public Forum the results of the previous nweek's voting, if
any, and until the Minister of Law has published to the Public Fourm the
list of the Rule changes enacted from the previous nweek's voting, if any.
