Mildly spamming spoon-business or spoon-discuss is Misdemeanor with a  
minimum penalty of 5m and a maximum penalty of 20m.

Severely spamming either list is a Felony with a minimum penalty of  
30m and a maximum penalty of 100m, plus loss of all points and/or  
mackerel that would be gained by the perpetrator as a result of passed  
proposals during that nweek.

counts as spamming, and as to how severe it is. ]]

Create a new rule:

__Contempt of Court__

If a player submits 5 Consultations in the same nweek that are all  
ZOTTED, that player is Held in Contempt of Court.

Being Held in Contempt of Court is a Misdemeanor.
The minimum penalty for being Held in Contempt of Court is a fine of  
10m.
The maximum penalty for being Held in Contempt of Court is a fine of  
60m, plus a limit of at most one proposal during the following nweek.
