Proposal:  Some players are more equal than others

Create a rule titled "Rank" with this text:

       There is an Attribute Rank with a Scope of Registered Voters,
       a Range of the integers from 0 to 4, and a Default Value of
       0.  Rank cannot be modified except as specified by this rule.

       At the beginning of each nweek, any Registered Voter with a
       Rank of 4 has eir Rank set to 0.  At the beginning of each
       Voting Period, each Registered Voter's Vote Power is increased
       by eir Rank.

       If there are 5-N Registered Voters with Rank N, then that Rank
       is full.

       While Rank N is not full, all Ranks above N are full, and there
       are one or more Registered Voters (hereafter the Candidates)
       with Rank below N, the Chairman shall (as a Game Action) select
       exactly one of the highest-ranked Candidates; that Candidate's
       Rank is set to N.  The Chairman may not change the clock to be
       On unless all such obligations have been fulfilled.
