Proposal:  Split up the Registrar's duties

Amend Rule 1-4 (Joining and Leaving) by inserting, immediately after
the text "and their Attributes and Properties", the text "(except
those assigned to other Ministers)".

Amend Rule 2-4 (Points) by appending this text:

       There exists a ministry known as the Ministry of Sports.  The
       Minister of Sports, also known as the Scorekeeper, is responsible
       for maintaining a Public Display of all non-zero scores.

Amend Rule 2-11 (RPG) by appending this text:

       There exists a ministry known as the Ministry of Dungeons.  The
       Minister of Dungeons, also known as the Dungeon Master, is
       responsible for maintaining a Public Display of each player's
       Hit Points.

Amend Rule 2-12 (Levels) by appending this text:

       The Scorekeeper is responsible for maintaining a Public Display
       of each player's level.

[[Levels should be defined independently of scores, and responsibility
of them transferred to the Dungeon Master, but that is outside the
scope of this proposal.]]

Amend Rule 3-11 (Mackerel) by appending this text:

       There exists a ministry known as the Ministry of the Navy.  The
       Minister of the Navy, also known as the Fishmonger, is responsible
       for maintaining a Public Display of all non-zero mackerel
       holdings.
