I retract my Meta-Refresh-Proposal.

It loses its very purpose if it  is passed in a regular RP process. the
whole idea was to exceptionally get out of the pause, then fix the problems
as separate proposal. Submitting it as a regular RP would just actually
lenghten the amount of time before the gamestate returns to normal.
