[s-b] Revising Proposal 180

In order to generalize my concept of obligations and not limit them
just to the Ambassador, I re-title Proposal 180 "Ministerial
Obligations" and replace its text with:

Add a new rule to Section 6 entitled "Ministerial Obligations" with
the following text:

A passed proposal can create an obligation for a Ministry to take some
specific action
within its powers.

The MoM shall maintain a Public Display of any such outstanding obligations.

A Minister shall fulfill any such existing obligations on his Ministry
as soon as possible.
