I revise my Refresh Proposal to read as follows:

1. All Waiting Consultations are ZOTTED.

2. In Rule 1-17, remove the words "any or".

3. All Factions cease to be Factions.  Any Player who could not pass a
Membership Test were one to be administered is deregistered.

4. In Rule 1-2, add the text, at the end: "Game Objects that are not
Outsiders can only be created, destroyed, or modified if allowed by the Rules,
in a manner explicitly governed by the Rules. [[Note that while Outsiders are
exempt from this rule, their Attributes within the game are also Game Objects
and are not themselves Outsiders, so an Outsider's Attributes are
subject to this
rule.]]"

5. Any existing Blueprints are destroyed. Any devices created during
nweek 134 are destroyed, and any macks spent by Players for their purchase
are restored.  [[I don't believe this will effect the Public Display of Players'
macks; none of these purported purchases were actually deducted on the
display.]]

6. The Clock is set to nday 8 nweek 134 nyear 14, third era of B
Nomic, and the ndelay is set to the value of the Pause.

I've removed the specific change to Consultation 45 and just Zotted it
along with the rest; it's Answer would be made moot by my proposed
change to Rule 1-2, which I've cleaned up to make more explicit and to
exempt Outsiders from the restriction on being created, destroyed, or
modified except by the rules.  I don't want to tell any Player that
they're not allowed to modify themselves outside of the game, and
while I'd prefer that none of you destroy yourselves either that's
probably beyond the scope of the rules.  The creation thing wouldn't
be a problem until one of our future children tried to join the game
:).

I also dropped the cancellation of unnumbered Pending Proposals since
I'm fairly certain they're all caught up and we should be allowed to
vote on any of them the nday after the Pause ends.  Very few of these
proposals if any had anything to do with the cause of the Emergency
IMO and I see no reason to make their authors resubmit them and wait
another week and a half to get them voted on.

I decided to not add a provision granting 0x44 a large number of macks
or Hose a commemorative CD because bribery is wrong.
