[s-b] Proposal: Avoid the Shutout

I submit the following Proposal, titled "Avoid the Shutout":

Amend Rule 2-1 by adding the following text at end of the "Durations" heading:

A duration to the effect of "X rdays", where X is a number, shall be
interpreted to mean the duration ends after X occurrences of midnight
UTC.

[[Have a concise way of expressing a duration that can occur over
ndays or ndelays (also known as real days) but still be within the
framework of the nday and ndelay concept. Saying that something can
occur after "X ndays or X ndelays" is awkward and probably is not what
is intended. In a worse case scenario, it could actually be the
duration of 2X-1 real days if X-1 ndays have elapsed, the clock goes
Off, you then have to wait X ndelays or wait for the clock to go back

Amend Rule 6-4 by replacing the entire text of the Rule with the following:

A Player may, as a Game Action and without 2 objections in 2 rdays,
Usurp a non-Vacant Ministry. In this case, the Ministry is no longer
assigned to the previous Minister and is assigned to the Usurper
instead.
