I submit the following Consultation:

Unbeliever: Billy Pilgrim

Reasoning:  The second objection to the MoG's creation of the cudgel
Blueprint came from the MoG himself.  Rule 2-8 expressly disallows
objections from a player attempting to perform an action; this
objection is, therefore, ineffective. The Cudgel blueprint was
therefore created, and the MoG cannot create a second blueprint for a
Rapier this nweek.
